i have a question about a buisness problem we are working on at school it involves critical thinking?

a company is starting a new methology process across the entire org. . To help the company make the changes several process consultants have been hired . These consultants will become certified in the process improvement methology , and help train the other employees . these consultants are permanent emploees .All employees must attend training on the process . All process consultants must attend all certification courses . consultants must also attend yearly continuing education courses. I am to write a report on what the underlying problem is , and how i may go about solving the problem .
