Humane ways of catching illegal immigrants?
I am about to write a report on when an authority figure should look into a person's immigration status. I am opposed to the Arizona law where they could freely ask anyone they please their immigration status because I feel like it could lead to harrassment against a single ethnicity (hispanics obviously).
One method I have is if the person commits a crime then their status should be looked into. Can anyone think of at least 2 other methods?

The Arizona law, at least on paper works very well. While, most of the people targeted will be Hispanics, mainly Mexicans, it's a fact that they make up the majority of illegal immigrants.
The other methods I'd use will be to fine and/or punish people who hire illegals and to have border patrol immediately send back people who try to cross the border without documents, no questions asked.
