Is it against the Community Guidelines to call out and bash a certain user on their profile?

For example, the user 123 wrote down on his about me:
"456 is a cheater. he uses multiple accounts to vote for himself. He needs a life."
can you report that? If so, would you report it to y_answrs_team@yahoo.com ?

Yes, you can email the Yahoo! Answers Team with a link to his profile to report it. Unfortunately, you have made your intentions public, so that person will probably see this and deleted that information, so you would have no proof. As for the multiple accounts, we are allowed to vote for our own answers to any question we answer that has gone to voting. You don't need multiple accounts to vote for your own answer. You have no way of knowing someone has multiple accounts unless you have absolute proof.

Just write to the Y!A team with a link and a brief (not long drawn out complaint) explanation.
