I am in a technical writing class and am having a hard time choosing a topic to write about. This proposal must be directed to a specific person for a specific purpose relating to the field of business (management or accounting). It needs to be a proposal, feasibility study, or recommendation report. I am stuck!

First of all you should write about a topic that you know or can make up details on. Example could be a recommendation to management for a new phone routing system, an improved new hire orientation class that include e-Learning, a new medical insurance plan for employees, opening an on-site gym, etc. You can list the time and cost savings and benefits to management. That should get you thinking on a topic... good luck
