English Technical Writing

What is "Report and Technical Writing" as a college course?

This is the last English class available for this semester, but I have no idea what it is.

As a technical writer, I can say there are many similarities between report writing and technical writing, so combining them into a single course seems reasonably sensible.
The aim of technical writing is to impat knowledge or instructions of some kind in a clear and unambiguous way so that a reader can use or maintain a product or system. This could be software, mechanical systems, consumer products or anything that requires a user or maintainer to understand what to do or how a thing works.
Report writing has similar aims in the main. A report should usually be a clear discussion of a subject, possibly with conclusions and recommendations. In both technical and report writing, the information is king with format, style and vocabulary all designed to ensure the unambiguous transfer of knowledge.
I would imagine your course will centre around how to achieve this.
