My recommendation is that she join the American Medical Writers Association. They have online certification programs for medical writers and various specialty tracks. They also have networking opportunities, a job board, and a directory for freelancers.
The association will help her with what steps to follow for a career in medical writing. The first thing she needs to do is learn the skills of the trade which are covered in the Essential Skills certificate. You don't have to be a member to take the courses, but if she is going to take quite a few of them in one year, it is cheaper to join then register for the courses at the member rate.

I'd recommend you reverse the order. Do the course in technical writing first, get a job in that field, and work a couple of years. Then go back for the MBA. You'll be a stronger candidate after the MBA if you go this track.

Don't go to one of those for-profit online universities. See if your local state university offers the same degree program online. They almost certainly will, and it will be cheaper and better respected. If not, find a state university in another state.
As for communications/technical writing - technical writing mostly is likely to consist of writing manuals for consumer electronics products and the like. It is one of the stabler, better paid types of writing jobs you can get, but it might not be so interesting. Communications degrees are very common, and not terribly well respected, and are rarely useful, except for jobs where you just need a bachelor's degree of some sort.

Also, I have worked closely with computer engineers over the past few years and find what they do very interesting.
