Nagadeepa Purana Vihara or Nainativu is a shining example of inter racial harmony in Srilanka. Nagadeepa situated in Jaffna district in Northern Province of Srilanka. This had been improved at various stages and ever since it has become the most sanctified place of worship by the devotees. Stupa at the temple was constructed by the two warring Naga kings, Chulodara and Mahodara, at the site where Lord Buddha during His second visit to Lanka, five years after attaining Enlightenment intervened and mediated in settling a dispute over the possession of a gem-studded throne. This precious throne was offered to the Buddha, was returned to the Naga Kings and was later enshrined in this stupa. This chaitya the Nagadeepa Seya is supposed to be one of the 16 most sacred places to be worshipped by Buddhists in Sri Lanka. History records that it was developed and reconstructed by pious kings like Devanampiyatissa, Dutugemunu and converted into a fully accomplished sacred place. According to the golden Sannasa Wallipuram, committed to writing during the reign of king Vasabha, it is the present Jaffna Peninsula that was identified as Nagadeepa. Nagadeepa puarana viharaya secured with Tamil Buddhists and also Tamils more than thousands of years which clearly can contrast with the terrorist's activities of last decades.

She worships at a Buddhist shrine (putha peedikai) there. It is believed that Nagadeepa is Manipallavam. Therefore we can believe that, as a Buddhists and also as an excellent Tamil, many Tamils were in perspective to protect and conserve the Buddhist heritage.
Nagadeepa was named as a protected archaeological site under the antiquity ordinance, No 09 of 1940 and the amendment,No 24 of 1998. There are more than 20 other listed sites around the Nagadeepa viharaya in Jaffna peninsula, according to the report that sent to the UNESCO in 1983, by the president of the Conference of Buddhists association in government cooperation's. From the 1890, all these sites have been managed under the authority of department of Archaeology in Srilanka. However, many archaeological surveys also had been done by the department of archaeology in the University of Jaffna. Recently the Jaffna peninsula is in under the military supervision to prevent the terrorist activities and to keep peace. Still there are minimum transportation facilities to the district and security problems, therefore observation of the department of archaeology not directed for last two decades.
Within last century many Tamil historians define the Srilanka history as completely Tamil, what make Sinhalese instigate to against this writings and to protect Buddhist monuments as a Sinhala heritage. Especially similar to this, Sinhala Buddhist concept was broadly highlighted by many historians. Fear of 'Sinhala-Buddhist expansion' was course to immerge a notorious response among some Tamils. A more extreme act was the destruction of ancient Buddhist sites by the born blind natives and terrorists. The Tamils were worried about Buddhist sites and shrines being discovered in the north-east. This was because that they erroneously believed if proof of a Buddhist presence in the north-east will erode the Tamil rights to habitation in those regions. Particular reason is, in Sri Lankan context some believe that Buddhism was linked only to the Sinhalese. This intention makes worse the political crisis in between the ethnics groups of Srilanka.
These fears and concerns were due to lack of knowledge. The Tamils had at one point of history been Buddhists and the discovery of Buddhist links was something to be resented by some groups.
Therefore, terrorism had got more powerful and since 1950s many violent incidents had been occurred around the Nagadeepa area. In 1958, communal groups converged on Nagadeepa and attacked the vihara in the absence of the priest. The ancient statue of the Buddha was destroyed. In 1986, two Tiger recruits from the Nainatheevu Island laid underwater explosives along the jetty. Again in 1990, LTTE attempt to drive away the small Muslim population at Nainatheevu. In this last two incidents incumbent monk of the Nagadeepa viharaya, Venerable Brahmanawatte Dhammakiththi Tissa Mahanayaka Thera was succeed to protect the people. Now the war have been ended, and like to wish be it forever. This is the period for regaining the lost dignity of Buddhists. Time is for the real patriot Buddhists to do something for one Sri Lanka. Archaeological heritage can use as the path way to freedom and peace. It is glad to say current government now correcting the past unfortunate things which push Buddha's country to turmoil. Specially by create constitutional and administrative structures that reflect the multi-ethnic character of Sri Lanka. Also there is a requirement to take the country away from the myths that Sri Lanka is a Tamil country from the ancient periods and it is a Sinhala- Buddhist country.
Archaeology should use as the pathway to the unity of the nation. One practical method is to organize the free work camps at the Archaeological sites with the participation of Sinhalese, Tamils and Muslims, with the assistance of the academic institutes, rural organizations and religious Centers. With the help of the same village level organizations, institutions can organize visits to places of historical importance, ruins etc. for a better understand the culture and civilization of various ethnic religious groups. Re-establish links to the North, East, South and West of Sri Lanka by road, rail and air and also should develop the sea route. Ports in the North and East should be developed in Kankasanturai, Pt. Pedro, and Mannar. One of the main requests voiced by the politicians and residents of Jaffna was the re-opening of the Kandy-Jaffna road or A-9 main supply road which is now on work with strength of Mr. Basil Rajapaksa.
There is some sort of debate about the first dwellers of Jaffna and its surrounding regions. In here I believe we must make these discussions close down. Our Tamil brothers and sisters are also the care takers of the dignity of Sri Lanka. This is our country. No matter you is a Buddhist, Hindu or Catholic. Let take back Sri Lanka to the prosperity with our heritage and religious unity. Period of terrorism is ended. It is time to Tamil Buddhist.

In the IELTS Academic Writing Task 1 the student is presented with a bar chart, a line chart, a pie chart or a diagram displaying the steps in a process, such as recycling. The instructions given describe the general information, ie what the subject of the chart is, and then states: Write a report for a university lecturer describing the information shown below. For the purpose of this article we shall take an example and discuss the best method to approach this question.
The example:
The Chart below shows the amount of leisure time enjoyed by men and women of different employment status.
Write a report for a university lecturer describing the information shown below.
You should write at least 150 words.
(For the purpose of this article we cannot, obviously, include the relevant bar chart, but what will become apparent is the lack of necessity for the inclusion of this chart as, once a strict guideline is followed then the details of the chart shall simply be entered at relevant points.)
As you are only required to write more than 150 words and the time recommended is 20 minutes there is actually very little room for an in-depth analysis of the chart. Here are some key things to remember:
1. You cannot include all of the information described on the chart, so select only the most important and include that.
2. Do not analyse the chart in any manner other than factual and statistical. You are writing a report for a university lecturer who simply wants to be able to read the article and visualise an outline of the chart.
3. Do not include any individual opinion or analysis of the figures present. If you could suggest why Unemployed and Retired men and women have more leisure time than those in full-time employment, don’t! This task tests only your ability to convey relevant information, not to analyse!
So, in our example, the first, and most basic thing we must do, is our introduction. There should be four small paragraphs in your answer: 1. Introduction; 2. Key information; 3. More Key Information; 4. Conclusion.
1. Introduction:
Rewrite the description given of the chart and include the descriptive details on the side and bottom of the chart. This is all that is required in your answer.
Example:
The chart given illustrates the amount of leisure time, in hours, enjoyed in a typical week by both men and women of different employment status; Employed full-time, Employed part-time, Unemployed, Retired and Housewives, between 1998 and 1999.
There is absolutely no need to write anything more creative than this.
2. Key Information and 3. More Key Information:
In the body paragraphs of your answer you will describe the key information. You will only have about 100 words to describe the chart so you must choose the most important information and focus on that. You must use words of trend-analysis such as: increase, decrease, sharp fall, steady rise etc. With every statement you make, you must include the relevant figures.
Example:
Unemployed and Retired men enjoy by far the largest amount of free time per week, averaging 85 hours per week, in sharp contrast with Employed full-time women who have the least leisure time of all groups at 35 hours per week.
4. Conclusion:
The concluding paragraph is much the same as the introductory one, but with a little less detail and a stronger sense of conclusion. It is simple and factual, not creative.
Example:
To conclude, as described above the bar chart illustrates the amount of leisure time, in hours per week, spent by men and women of different employment status. As can be clearly seen, both men and women who are unemployed and retired have far greater leisure time than those employed full-time, part-time, or housewives.
The IELTS Academic Writing Task is not exciting, nor is it very interesting or stimulating. It is highly functional, with its only purpose to test the student’s ability to convey factual information in an academic environment, as the IELTS exam tests the student’s ability to construct arguments and to analyse situations in the larger Academic Writing Task 2.

And yet, in comparison, the top three organized crime outfits in Italy – just the top three, mind you – more than doubled Exxon’s profit for the same calendar year.
And of course, where Exxon has to pay taxes, the mafia mostly avoids such hassles. So when you take the tax-free aspect into account, the mafia leaves big oil in the dust. And of course, the “big three” in Italy are just the tip of the iceberg. The powerful tentacles of organized crime extend all over the world...
Meet the Octopus
During my time at Oxford University in the mid-1990s, one of the best things about the experience was the speakers who came and talked to us. The Oxford Student Union (which has nothing to do with unions as Americans know them) would regularly bring in fascinating people to come and speak.
One of the speakers who made a real impression on me was a man named Brian Freemantle. An organized crime expert who has worked in more than 30 countries, Freemantle is the author of a book called The Octopus: Europe in the Grip of Organized Crime.
The book is nearly 15 years old now, and so many of the statistics are way out of date. But the basic outlines of the organized crime “octopus” Freemantle describes still hold true. And if Freemantle were to update his book with numbers for the new millennium, they would no doubt be mind-boggling.
As Freemantle writes in the opening pages of The Octopus,
Crime pays. It always has done. Not, of course, for the street people or the amateurs. They are swept up, like the disposable dross they are, as much victims as those upon whom they prey. The people for whom crime pays are the professionals, the men and women who operate it as a business, conducted through structures closely resembling legitimate multi-national corporations and conglomerates, their boardroom-like hierarchies serviced by accountants and financial advisors.
Freemantle then goes on to describe the eight tentacles (i.e. money-making activities) of the octopus: “the illegal arms trade, the illegal drugs trade, money-laundering, computer crime, prostitution and pornography, illegal immigration, terrorism, and fine art.”
One might think the octopus, too, has been hit hard by the global financial crisis (just like everyone else). One would be wrong though... instead, the crash of 2008 may turn out to be the biggest coup in decades for organized crime.
Cash in Hand
So why is the mafia set to wax, even as the whole world wanes? In a word, cash. We have all heard many times by now, in various guises and forms, that when times get hard, cash is king. And nobody keeps more cash on hand than the kings of crime...
Banks everywhere are afraid to lend their precious reserves. Fears of a fresh downturn, combined with the heightened credit risk of battered borrowers and toxic assets still weighing down bank balance sheets, have all but turned off the credit taps.
Many businesses, including well-run, profitable businesses that simply need access to capital in the normal course of operations, are suffering. At the same time, the most sophisticated players in the criminal underworld are sitting on tens of billions – no, make that hundreds of billions – and have a pressing need to launder those funds.
One of the most important tasks for any self-respecting crime boss is white washing the ill-gotten gains... turning “dirty” money into “clean.” This money laundering process is often handled by channeling funds through legitimate businesses. (I experienced this firsthand during my time in Olomouc, a charming little town in the Czech Republic, where the puzzling proliferation of clubs, restaurants and jewelry stores served mostly as mafia fronts.)
So now, with banks more or less out of the lending picture and businesses facing a dire need, the mafia has a once-in-a-generation opportunity to go “legit” on a bigger scale than ever.
As Giorgio Napolitano, the president of Italy – not to be confused with flashy Prime Minister Silvio Berlusconi – observed in May: “There’s a risk that Mafia organizations can profit from the current crisis by buying control of struggling businesses, infiltrating all regions of the country.”
A “risk?” More like a guarantee...
“The Mafia is ramping up its investing,” prosecutor Antonino Di Matteo tells Bloomberg. “The Mafia’s financial managers are trying to invest now, while the time is right, so that they can launder their fortunes once and for all.”

It isn’t just Europe where crime pays. In the United States, scores of less than savory characters are salivating at the new opportunities created by Washington.
We already know that the alphabet soup of acronyms dreamed up by Turbo Timmy Geithner and Helicopter Ben Bernanke are borderline criminal – TARP, TALF, PPIP and so on – but I’m talking straight-up Goodfellas type stuff here. For instance...
Two weeks or so ago, I sat next to a paving contractor in a local poker tournament. (Just as in Las Vegas, in Reno/Tahoe you can find a tourney on any given weekend.)
“Business is very good,” my fellow poker player reported. “Amazingly good actually. That stimulus cash is really starting to flow.” Apparently he was doing some heavy construction work on a nearby Indian reservation. Big road upgrades, courtesy of a check from Uncle Sam – and the backlog of work was piling up.
Now, I imagine this paving contractor’s business is probably 100% aboveboard and legit (even though he wears enough heavy gold to fall somewhere between Liberace and Mr. T). But if he wanted to cut a few corners, how hard could it be?
Or, heck, maybe he’s the victim in all this. Plenty of aboveboard businessmen in the construction trade wind up greasing a palm or two on their way to a finished project... sometimes it’s just what you gotta do...
The scale of opportunity, er, corruption, is bigger than one might think.
According to fraud consultant David Williams of the Deloitte Financial Services advisory, a whopping $50 billion worth of stimulus cash could be siphoned off the top for fraud (above and beyond the legally fraudulent activities of a venal and corrupt Congress).
"The rule of thumb typically,” Williams reports, “is that of the about $500 billion worth of money that's going to run through the procurement process, somewhere between 5% and 10% of that usually finds it way into potential problems.”
The FBI is aware of the danger. As FBI Director Robert Mueller recently warned, “These [economic stimulus] funds are inherently vulnerable to bribery, fraud, conflicts of interest, and collusion. There is an old adage, that where there is money to be made, fraud is not far behind, like bees to honey.”
Of course, being aware of the danger and being able to do something about it are two different things...
Call it the Tony Soprano full employment act. With the government anxious to throw bales of taxpayer cash at “shovel ready” projects, the organized crime element will be standing by with a “shovel” too... “ready” to haul away veritable garbage trucks of loot.
Eyes Wide Open
So what can you and I do about this? Realistically, not very much. (Okay, let’s be honest... not a damn thing.)
But at the same time, I would rather go about my business with eyes wide open than eyes wide shut. The strong and growing presence of organized crime is something that ordinary citizens don’t have much day to day contact with (most of us anyway). But it is a reality we all pay for... like an extra form of goods and sales tax, paid to a de facto shadow government operating behind (and sometimes in direct cahoots with) the official one.
Think about the difference between undertaking a new business or investment venture in a low-corruption Western country, like the United States, versus a high-corruption “frontier market” country, where the rule of law is still only vaguely formed.
In the more advanced Western country, you can rest in peace knowing that the laws will be upheld and everything is completely above board. Right?
Not quite. That bit about the United States being “low-corruption” was a touch of sarcasm. As the global financial crisis continues to unfold, one of the side effects could be the gradual disappearance of the brightly drawn dividing line between high-corruption and low-corruption nation states.
This reality will make following conventional, business as usual, “eyes wide shut” investment advice all the more dangerous in the years ahead... just as it would be dangerous to open an import-export business in some far-flung outpost without having a clear handle on the risks present.
